It’s one of the most common reactions we get when handing over an EICR with observations on it: “but this was installed properly, we had it certified at the time.” And that’s usually true. The confusion comes from a reasonable assumption that doesn’t quite hold up โ that once wiring is installed to the regulations, it stays compliant forever. It doesn’t, because the regulations themselves don’t stand still.
Wiring regulations aren’t fixed
The UK’s wiring regulations, BS 7671, are reviewed and updated regularly, with amendments issued every few years and a full new edition roughly every decade or so. Each update reflects new evidence, new technology, or lessons learned from real-world faults and fires. An installation that met every requirement in, say, 2005 was genuinely compliant at the time. It just isn’t being tested against 2005’s rulebook anymore โ it’s being tested against today’s.
This is exactly how an EICR is designed to work. It’s not a check for “was this done properly at the time”, it’s a check against the current edition of the IET Wiring Regulations, because that’s what determines whether an installation is considered safe by today’s standards. The same principle applies to Part P of the Building Regulations, which has also been revised since many homes were originally wired.
What’s actually changed over the years
A few examples of things that were once acceptable and now routinely show up as observations on an EICR:
RCD protection. Older installations often have circuits, particularly sockets and outdoor supplies, with no RCD protection at all. This was standard practice at one point. It isn’t now, and its absence is one of the most common observations we write up.
Consumer unit materials. Plastic consumer units were the norm for decades. Current guidance calls for metal or non-combustible enclosures in domestic properties, on fire safety grounds. A plastic board doesn’t automatically fail an EICR, but it’s noted, and we’ve covered that specific question in more detail in our guide to EICRs and plastic consumer units.
Bathroom zones. The rules around what can be installed where in a bathroom have tightened over successive editions of the regulations. Fittings that were fine when installed sometimes fall outside the current zone requirements โ see our guide to bathroom electrical zones for what applies now.
Cable and circuit design. Older properties were wired for a fraction of the load a modern household places on the system. Ring circuits, cable sizing, and the number of sockets per circuit have all been revisited over the years as homes have filled up with more appliances.
A C3 isn’t a criticism of the original work
When something like this shows up on a report, it’s almost always coded C3 โ a recommendation for improvement, not a danger. It’s worth understanding what these codes actually mean, since a report full of C3s can look worse than it is if you’re not familiar with the grading. A C3 simply means the installation doesn’t meet the current edition of the regulations in that respect, not that whoever installed it did a poor job by the standards of the time.
What this means in practice
If you’re a homeowner, a handful of C3 observations on an otherwise satisfactory report isn’t usually something to act on urgently, though it’s worth keeping in mind for future work. If you’re a landlord, it’s worth reading why landlords need an EICR certificate, since even a satisfactory report with C3s still meets your legal obligation. It’s a genuine C1 or C2 โ an actual danger or potential danger โ that needs addressing before the report can be signed off as satisfactory, and those aren’t about regulations moving on, they’re faults regardless of when the wiring went in.
If your consumer unit is showing its age alongside other observations, it’s often the most sensible single upgrade to make, since a lot of the more common C3s (missing RCD protection, no surge protection, an old enclosure) get resolved in one job. The bottom line
An EICR with observations doesn’t mean your original electrician did a bad job, and it doesn’t mean your home has been unsafe all along. It means the goalposts have moved, which is exactly what they’re supposed to do as standards improve. What matters is understanding which observations are genuinely worth acting on and which are just a note for the file.
